The Penguin

The Penguin begins a few weeks after the flood that concludes The Batman, when the Riddler blew the seawall and drowned Gotham's Crown Point. When the series opens, the water has already receded and left behind mud, wrecked cars and buildings still without power, so nearly every exterior required a wet, damp treatment added over the ordinary New York plates. The VFX team shot its own library of New York rooftops, storefronts and skylines, then passed that footage to the vendors, who rebuilt it in 3D, added neo gothic spires to modern towers, and placed fixed landmarks such as Wayne Tower and the GCPD clocktower so every skyline read as the same city. A flashback sequence in the third episode recreated the seawall breaking and the flood itself at street level, close to one character, rather than the wide disaster shots used in the earlier film.
